Action Performed:

1. Go to staging.new.expensify.com
2. Go to any chat
3. Upload a video
4. Go offline
5. Tap on the video to play it

Expected Result:

Video progress bar will not move when trying to play video offline

Actual Result:

Video progress bar moves when trying to play video offline as if it is really playing
On mweb, offline message overlaps with video.
