Action Performed:

Precondition:

• Admin invites member to the workspace.

1. Go to staging.new.expensify.com
2. [Member] Create a manual distance via + > Track distance > Manual in workspace chat.
3. [Member] Click Submit on the expense preview.
4. [Admin] Open the expense report.
5. [Admin] Click More > Split.
6. [Admin] Click Save.
7. [Member] Open the expense report.
8. [Member] Open any split expense.
9. [Member] Click Distance, edit the distance and save it.

Expected Result:

Rate field will not throw error after admin splits distance expense and member edits the distance.

Actual Result:

Rate field shows "Rate out of policy" after admin splits distance expense and member edits the distance.

I think we can revisit this later because the behavior will be changed after #63738 is deployed. As discussed #63738 (comment), editing distance field will be pointing to split edit table.
