Proposal:
We need to modify the regex rules to disallow multiple leading zeroes on a number (Multiple zeroes in the beginning of an amount will stay as a single zero)
Changes:

1. Change validateAmount function in IOUAmountPage.js .
2. Modify the regex string to not allow multiple leading zeroes in an amount using (?!0{2,})

The above changes will fix the given bug as well as prevent addition of redundant zeroes in the amount.
