Feature Description

When the user with an active workspace clicks on the Report field on unreported expenses, we want to show the Create Report option which creates a report linked to their active workspace.

Manual Test Steps

1. Have an account with an active workspace
2. Go to selfDM and create a new expense
3. Verify that an actionable whisper from Concierge is created with the options: “Send to someone” and “Do nothing”
4. Click on the newly created expense
5. Click on the Report field
6. Verify that you have to option to create a new report
7. Click on that option and verify that the expense is now move to a new report linked to the active workspace
