Action Performed:

1. Create room
2. Send a mention of any user that is not part of the room.
3. Send another mention of a different user that is not part of the room.

Expected Result:

The system message for the first mention and for the second mention exist

Actual Result:

The system message for the first mention disappears after mention next user and does not appear after room reopen

What is the root cause of that problem?

When mention next user, the old ACTIONABLEMENTIONWHISPER is marked as deleted, so it is filtered out from the actions to display via:

We should update the isDeletedAction so that it will return false in case the ACTIONABLEMENTIONWHISPER action:
