Move expenses option displayed in More menu

Move expense option not displayed and user unable to move expense

I've confirmed this expense can be moved to a different report in Classic, so this is a bug.

The report selector in ND simply isn't clickable.

The specific expense is equal in terms of how it was imported (connected card) to other expenses that can be moved.

@luacmartins This issue seems similar to the one we're discussing and working to fix here. However, I'm not completely sure since I don't have access to that Slack channel.

@bfitzexpensify Could you please confirm whether the user who tried to move the expense is an admin, approver, or submitter?

@linhvovan29546 they are an admin, but it's their own expenses. We're discussing internally (via https://github.com/Expensify/Expensify/issues/531922) and I think we've identified the cause here. I don't think it's related to that PR, though I'll let @luacmartins give his thoughts too

Closing this - confirmed the user shouldn't have been able to move expenses between reports as they only had a single report open, and this is no longer happening in their account.
