Action Performed:

1. Go to https://staging.new.expensify.com/ and log in
2. Create workspace
3. Go to workspace chat > Create Report > Add expense
4. Add/change the category
5. Go to Reports page > Reports > open Report from step 3
6. Scroll up > click New message pill button

Expected Result:

User still on Reports page

Actual Result:

After clicking on green New message pill button when viewing report navigates you to the Inbox

What is the root cause of that problem?

We are navigating to report when hasNewestReportAction = false here

Note: we can add backTo as route.params.backTo to the route
