Action Performed:

Pre-requisite 1: Go to OD, loggin with a Expensifail account: Click on Expenses > New Expense > Manually Create
Fill out with any data Merchant and Total. Click on 'Report' and select 'None'. Now the self DM is displayed on ND.

Pre-requisite 2: ND WS should have categories and workflows enabled.
Categories must have 'Members must categorize all expenses' toggle on, you can find find this feature within: WS > More Features > Categories > Settings > Toggle on 'Members must categorize all expenses'.

1. Go to ND https://staging.new.expensify.com/
2. Login with an Expensifail account
3. Go to self DM, submit 2 manual expenses. Fill in only the amount (without category and merchant)
4. Go to Workspaces > Create a WS
5. Go to the WS chat
6. Click on + button (create) within the chat. Click on 'Create Report'
7. On the report thumbnail, click on 'Add expenses' > Add unreported expenses > Add two unreported expenses (without merchant and category)
8. Click on any expenses. Fill the category with any category
9. Go back to the Report Expense

Expected Result:

'Merchant is missing' error message should be displayed.

Actual Result:

'Merchant is missing' error message is not displayed.

You are viewing the expense report from the thumbnail preview, the issue is not there. @Christinadobrzyn You should open the expense report instead.
