Action Performed:

1. Go to staging.new.expensify.com
2. Go to any chat
3. Submit two expenses
4. Click on the expense preview
5. Submit one more expense via + > Create expense
6. Select any or all expenses via checkbox
7. Click More > Hold
8. Enter reason and save it

Expected Result:

In Step 5 and 8, expense row will not gray out because the actions are not performed in offline mode

In Step 5 and 8, expense row grays out briefly when the actions are not performed in offline mode
