[Better Expense Report View] Expense preview card on expense report preview incorrectly shows From/To header

From our design doc, we only want to show the From/To header on expense preview cards within an expense report preview when the expense report has expenses from both parties.

Otherwise we should not be showing the From/To header on expense preview cards.

Hello @nkdengineer this is most likely coming from your PR #60168 here.

The TO - FROM should only be there in case if P2P IOU request, not in case of expense reports.

@mountiny No I think this come from #59806 that reverse the correct logic my PR only fallback mangerID and ownerAccountID with the data from reportPreview.
