Action Performed:

1. Navigate in to staging.new.expensify.com
2. Open a WS chat
3. Submit and approve an expense
4. Open expense report
5. Change category
6. Notice Next step message every time you change category

Expected Result:

Next step "Waiting for an admin to pay expense(s)." stays when categorizing

Actual Result:

Next step shows "Waiting for an admin to finish setting up a business bank account" briefly then "Waiting for an admin to pay expense(s)." returns
