App Component: Left Hand Navigation (LHN)

Action Performed:

1. Navigate to staging.new.expensify.com
2. Scroll LHN down.
3. Click on the "Reports" tab or the "Settings" tab.
4. Click on the "Inbox" tab.
5. Repeat steps 2 and 3 a few times

Expected Result:

LHN always scrolls on the correct previous position.

Actual Result:

LHN alternate between scrolling to the correct previous position and to the top.
