Precondition:

• Workspace has dependent tags.

1. Go to staging.new.expensify.com
2. Go to workspace settings > Tags.
3. Click on toggle on any main tag.

Expected Result:

The main tag can be toggled on and off.

Actual Result:

The main tag always reverts to "on" state when trying to toggle it off.
