Action Performed:

1. Go to staging.new.expensify.com
2. Go to self DM.
3. Submit a manual expense to the self DM.
4. Do not dismiss Concierge message.
5. Click on the expense preview.
6. Click on the report header > Delete expense.
7. Delete the expense.s

Expected Result:

Concierge message will not appear in the main chat when self DM is loading after deleting the expense (production behavior).

Concierge message appears in the main chat when self DM is loading after deleting the expense.

I can reproduce it, let me see if I can find the PR. Regardless, it's not a super bad bug so I think we could remove the blocker label if I can find what caused it.
