[HOLD for payment 2024-08-02] [Unapprove in NewDot - Collect] Show warning modal if Report has been exported to connected accounting integration

Note: This is a follow-up to #44066 where we are building the Unapprove flow in NewDot (for Collect).

Goals:

1. When unapproving a report, check if the report has already been exported to a connected accounting integration
   1. If Yes, show this warning modal from the doc (here)
   2. If no, then unapprove as normal!
