Issue found when executing PR #40704

Action Performed:

Prerequisite: use slow 3G simulated network

1. Navigate to staging.new.expensify.com
2. Create a workspace
3. Open workspace chat
4. Create two IOUs
5. Open Expense report page
6. Click on "Title"
7. Refresh the page

Expected Result:

Skeleton view is seen until page loads

Actual Result:

Not found view gets displayed briefly until page fully loads

@deetergp FYI I haven't added the External label as I wasn't 100% sure about this issue. Please take a look and add the label if you agree it's a bug and can be handled by external contributors

We think that this bug might be related to #vip-vsp
