IOUs - Only one of the IOUs appear when IOU thread with multiple IOUs is loading

Issue found when executing PR #26613

Action Performed:

1. Go to staging.new.expensify.com
2. Set the network to slow 3G
3. Log in with a HT account with multiple manual IOUs in one IOU thread (create one by requesting money to each other from User A and B)
4. While the page is loading, navigate to the IOU thread that has two requesters (IOUs)

Expected Result:

When the page is loading, both IOUs appear with skeleton loading

Actual Result:

When the page is loading, only one of the IOUs appears with skeleton loading. The other one only appears after the page is completely loaded

I don't think this is a bug. We show only the one IOU in the skeleton because we don't know how many expenses there are until we get the data. I'm going to go ahead and close this, but feel free to comment if you disagree!
