[$1000] Web - The copy to clipboard is seen on the sign in page too on public room

Action Performed:

1. Go to staging dot on web chrome
2. Create a new room in public mode
3. Click on room header and copy the URL
4. Open an incognito window and paste the URL (male sure you're not signed on staging before)
5. Right click on 'here' so that 'Copy URL' option opens up
6. Click on the Copy URL option and notice that the 'Copy URl' button is still showing on the sign in page for a period of time

Expected Result:

The copy to clipboard should not be seen on the sign in page on public room

Actual Result:

The copy to clipboard is seen on the sign in page too

@johncschuster This issue should be fixed on latest staging. It is dupe to #21129 and should be fixed by #21094 , I wasn’t not able to reproduce it on staging.
