toc: "Not enough memory."

The only thing toc does is to issue "Not enough memory.".

• Virtualbox 7.2.8
• IBM PC DOS 5.02
• 386MAX with NOEMS setting
• 609K free. More is under DOS almost not possible so those 609K are not the problem.

Tried also the original HIMEM / EMS from IBM PC DOS 5.02 with then 604K free, this time with EMS to check that EMS was not a hard requirement here. Always the same result.

EDIT: You broke it exactly with your last tag RELEASE_20260717. The previous tag RELEASE_20260716 looks better. Will play around somewhat now with the older tag.

This is my main pain, on current time.
Try RELEASE_20260719 - must a little bit decrease requirement to memory (less code + compacted records).
I'll have a plan add NE-EXE/DPMI16 target and move compiler into protected mode (plan for this 1-2 month, unresolved questions - DPMI16 runtime).

Right now i am push commit (not in release): minimal requirement is 256k (bss) + 32k (stack) + exe. Must be <600k (RELEASE_20260719 has 320k bss).

PS: Also, on real hardware, EMS must make fast compilation: all temporary files will be placed in EMS. (or run on ramdisk).
