Add vtk linkage to CI

At least one of our CI runs should link to VTK and test the VTK API output.

Removed label next release.
It is more complicated than we thought since the straightforward way to install VTK requires us to switch to Ubuntu 22.04 which causes new problems (a bug in autotools conflicting with C++).
