Fix termination or successor trigger in a parallel control type

In sequntial, upon success another triggers.

In parallel on start up another triggers. what happens in success and which one connects to the events outside the parallel control block

This needs to as follows

squential

• on_success -> trigger next

parallel

• on_success -> go outside control block and trigger successor
• Successor needs to wait until all capabilities in the parallel block trigger the successor on_success.
• will have to add a new counter to event systems to accomodate this

recovery

• on_success -> go outside control block and trigger successor
• on_failure -> go to the next capability in the recovery block
• Successor needs to wait until at least one capability in the recovery block trigger the successor on_success.
