Fix recovery control flow in fabric

Recovery control flow has not been tested yet
Feels like it also functions like the sequential control flow at the moment during extraction in capabilities2_fabric/xml_parser.hpp .
During execution it emits on_failure event so that seems to be fine.
But during extraction, successor links with the recovery blocks predecessor and not with each internal items of the block

In the recovery behaviours,

if the predecessor is a,

• normal event -> on_failure of predecessor needs to link to the start of the recovery block
• sequential block -> on_failure of all the capabilities within the block needs to link to the start of the recovery block
• parallel block -> on_failure of all the capabilities within the block needs to link to the start of the recovery block
