refine fabric xml shema format

xml format needs to be refined:

"name" should identify the element not type or other data, this helps describe and track uniqueness in xml elements.

consider in element the "type" variable instead of "name"

in the element use "interface" and "provider" instead of "name"

in element use event "id" tag as well as "name" to describe and make unique.

what does each element do in the plan - could use name to do this
