bundler version out of date?

I am getting this error message in the Dockerfile when running docker build -t bioconductor/bioconductor.org . :

25.23 	bundler requires Ruby version >= 3.1.0. The current ruby version is 2.6.5.114.

Perhaps the Dockerfile should be modified to :

I've never used the docker and this I think was added by Nitesh. If you have tested these changes and they worked, I'd be happy to merge.
