Publication plot has wrong I/sigma(i) for TOF

Seems to be only with TOF

While looking at publication plots, the following things are not transferred to the publication plot:

1. full-length tick marks
2. HKL labels
3. phase partials

• Also, it would be useful to specify x & y plot limits
• a way to save and reload formatting options would also be nice (see Save publication plot settings #81)

Worthwhile to include any that are not too hard...

reworked the publication .csv export. Afterwards I could not find the bug in the (o-c)/s values, as above.
