Description of Technical Debt

This PR implements several changes, that are making this project up to date. The changes are required, since there is continuous development. It should update the configuration folder, naming of the terraform files, README file, separation of concerns.

• has unused, outdated files (which may need a renaming)
• bad file structure organization
• README needs an update
