feat: improve website create function and interface

重构创建网站界面, 分组编辑项目，细化逻辑域名验证

ref: #11304

Summary of your change

重做界面，创建边栏更直观，自动转换非 ascii 域名

域名现在会分级验证,先验证是否符合nginx的域名规则，再验证是否是一个公网常见域名，前者拦截后者警告，而不是一把梭
