Also rename IsUsingTimeSteppingErrorControl to StepperErrorEstimatesEnabled as a more generic name.
As a side effect, allows StepChoosers to set tolerances on more than one variables tag, although I don't have a use for that.
It is a valid place for ErrorControl, although no one is using it so far.
