Refator Eagle Worker's draft phase to a JIT function to improve performance

Eagle Worker has a lone pipeline when forward, it is hard to optimization all one time, I will optimize draft phase firstly, try to wrapper it into a large JIT function to optimize performance ,

BTW, the optimization of eagle3 has a lot of works to do , If anybody interest in this topic, feel free to chat with me
