Previously enabling just the
Require workflows to pass before mergingin the ruleset meant that ALL defined workflows that run for a PR were required to finish successfully.Recently something on GitHub backend changed and now it's possible to merge PRs no matter whether the workflows finished successfully or at all.
Why wasn't this communicated and what is the way going forward? Is this a bug or now the expected behavior?
