It looks like 1.34 is still rolling out so there may be some region-related flakes until that's done.

/hold for @jackfrancis to double check to make sure the regions where we test are at least mostly have 1.34. https://releases.aks.azure.com/

This PR updates CA test configs to use Kubernetes 1.34 for its 1.34 release branch and master branch E2E tests.
