It skips the step if the push corresponds to the push of a Git tag (i.e. the Git ref starts with refs/tags/.

Could the release action also be in the shared repo?

In the long term, I think so. But for now each repository with a release step is doing the release its own way. Hence it requires more work. I don't want to invest time in this for now.
