[codex] Support leveraged combo regime market data

Summary

• build SPY/QQQ/SOXX MA200 and MA20 slope regime fields for us_equity_combo_leveraged
• update the leveraged combo shadow config hint to us_equity_combo_leveraged_shadow_402040
• pin us-equity-strategies to the merged regime/config commit that contains the 40/20/40 shadow config
• fix test import isolation so runtime tests consistently use sibling strategy packages

Validation

• PYTHONPATH=. python3 -m pytest tests/test_strategy_runtime.py tests/test_runtime_config_support.py -q → 92 passed
• python3 -m ruff check strategy_runtime.py tests/test_strategy_runtime.py tests/test_runtime_config_support.py scripts/print_strategy_switch_env_plan.py → passed
• uv lock --check → resolved successfully
• git diff --check → passed

Notes

• This does not enable live trading.
• Deployment should only update the dry-run shadow target config path to package://us_equity_strategies/configs/us_equity_combo_leveraged_shadow_402040.json.
